I'm surprised there isn't already a mod mimicking the racial bonus from Skyrim, which makes me question whether or not it can even be done. The simplest solution would be adding a racial ability that increases hand to hand, but that becomes moot at 100. There are uncapper mods that address this, but that applies to all races. As far as I can tell, there is no way to script changes to the hand to hand formula for only the player character, so creating a script spell as an ability would buff every NPCs hand to hand damage as well.
