Textures have a "drunk" effect whenever I move or look around

I had to record this video through my phone because it somehow looks alright in bandicam recordings. Its only fuzzy when I'm playing it. It would be easier to just show you than to explain it so I've attached the video. I know my reflection makes it worst, but if you pay attention to small in game objects you'll realise thats not whats causing the issue.

In summary, the textures seem to dance and become wobbly with any kind of player movement. In the video, pay attention to the lights above the pool table. Its most noticeable when I face the door, I've tried disabling texture mods one by one to identify the culprit, but the problem seems to persist even with them disabled.

Unfortunately I don't know an effective way to share my load order through Vortex but I'm attaching some screenshots of my mods and plugins list as well, if that helps. I installed these mods following the 2020 modding beginners guide by Gopher on Youtube.
