OI WE FOUND THE FIX! I'm gonna shoot the post verbatim.

"Go to the Vortex dashboard and scroll down until you see Tools. You should see four (4) tiles in that section, one of them labeled 'Launch Game with REDmods Enabled'. Open its context menu (the three vertical dots) and select Edit. Take note of the setup, specifically the Target location (where your Cyberpunk game is installed) and Command Line. Once you've made your notes, hit Cancel. Next, still in the Tools section, click on the large plus (+) and select Create. Title it, and set the Target path to your game's exe file. However, leave the Command Line empty. Once done, hit Save. After deploying your mods and using the Latest Load Order tool (the red cogs), launch your game from the new tool you made."

This immediately solved the problem for me and I hope it helps you too.

this worked a treat, thank you!

What's funny is, this DID work for me, but I just realized it's just a different implementation of my own slapshod solution. I fixed the problem by just deploying my mods in Vortex, and then booting the game directly from it's .exe in the bin/64 folder. Basically this solution has you do the same thing, but creat a little icon for it in Vortex.

Can confirm that it does work though!
