TES4LodGen not working

Did you recompile your Bashed Patch before running TES4LodGen again?

It reads like "OBGEv3.1_CommonComponents.esp" does not exist in your data folder, but your Bashed Patch still lists it as one of the plugins present when it was last compiled (=one of its masters).

 

Back when I was still able to play and mod the game I always used TES4LodGen to find Missing Master errors in my mod list. It always aborted with an error when I was missing a file.

If you remove a mod from your list and "don't" recompile your Bashed Patch afterwards, you're basically forcing a Missing Master error onto your game, preventing it from starting beyond the logo screen.
