I've dug around in the files using FModel and identified some potential areas for modding:Rocket launcher/Charged plasma shot damageUpgrade costs/buffsSmoothing out the leveling curve (there's a huge wall between Level 1 and 2 soldiers)Rebalancing some of the negative traitsAdding new Xenotech research to add flat buffs/extra stat boosts to upgradesFeel free to post here if you're interested in working such projects.
