Mod to seperate fast travel lockout from perception

Something that i have encountered after gaining a few perks to improve perception

 

i can now detect enemies at extreme distances however the main issue with this is that the little thing that prevents you from traveling when enemies are near by is too god damn stupid to figure out that the enemies are too far away to be a threat. i need a mod that makes perception and enemy proximity seperated so that fast travel only disables if the enemy is in a set radius of the player instead of wether or not they appear on your radar
