SSE Use Magic AI Package Problem

I'm working on a wheel menu(UI Extension) to give followers access to various functions.I'm having trouble with Use magic Package.

Use Magic package works fine when the spell is cast on SELF. However, when the casting target is an alias of the current quest, use magic package will not work properly and will leave the npc stuck in place.I‘m ’sure that the aliase was filled correctly and that there were no errors in the condition setting.The video below will help you understand what I'm talking about.

The problem has been pinpointed as a forceRefTo() failure.
