TESNexus used to host mods for both Morrowind and Oblivion but it was split into seperate sites for each game. Your best option would be to search the relevant site for the mod that link is for. I tried changing the link you posted to:http://www.nexusmods.com/oblivion/mods/16014/?and I got a mod called "Health Regeneration". Is that the one you are looking for? EDIT 1: Correcting the "link" that the forum automatically created from the majority of my second paragraph! The problem you're having is that the URL is "old style" -- from before the changes that gave each gamesite its own name in the URL. The one you're looking for just says "www.tesnexus.com/mods/16014". And that's a link that no longer works, as Grizzly_UK posted while I writing this up. ** From your Google search, it looks like you're trying to find an Oblivion mod. So the URL actually needs to have "oblivion" inserted as part of it -- like this: http://www.nexusmods.com/oblivion/mods/16014/ That turns out to be Health Regeneration by Taiten. Your Google search was for "oblivion atoheal" (I'm guessing you meant "autoheal"?), so if that's what you wanted, it's right there. If it's for Morrowind, then you need to insert /morrowind/ in the URL the same way.
