[SE]perk that increases movement speed on-hit

Hello. I would like a perk (specifically for archery) that increases my movement speed by a certain amount everytime i hit an enemy with an arrow. So for example, when the arrow connects, i gain +40% movement speed. and maybe have the movement speed decay down to 0 over the next 2 seconds.
