Enemy level based on star system level

It would be a very immersive experience if enemies are based on star system level, with +/- 5 levels adjusted based on player level.

Current leveling system feels frustrating, with some enemies (partially?) scaled to player level (ie: leaders and bosses), and some scaled to system level .

There are mods for enemy scaling, but they scale strictly based on player level.

 

example:

Eta Cassiopeia system: system level 20

If player level <20, then all enemy level=20.

If player level between 20 and 25, then all enemy level = player level.

If player level>25, then all enemy level =25.

I like this idea, but would expand the levels out a bit more.  and not have it tied to player level at all.

example:

System level is 10 or less: enemy levels 1-15

System level 20: enemy 16-25

System level 30: enemy 26-35

and so on. Would give more range of enemy levels, and a chance for more challenging fights if the RNG spits out a bunch of max level enemies for the system and the player is only at the minimum level recommended for it.
