Did the Far Harbour Bear traps always fail to close when a player triggered them?

I feel like I'm losing my mind a bit.

The activators for bear traps in fallout 4, will trigger and deal damage when a player steps on them, but did they always fail to play the closing animation? I've spent today testing to see if I was missing anything in the editor, but the traps placed in-game have the issue too. I've since added a fix to a ongoing project of mine, but I'm quite uncertain if that's a local issue or a more commonly known break? feels like the kind of thing that wouldn't be left broken for so long.
