[Request] Please remake mod allowing use of all weapons and armor regardless of proficiencies

There used to be a great mod that allowed characters to use any equipment with no penalty, regardless of proficiency.
For some reason, it stopped working and was deleted. I suppose the creator didn't want to deal with the hassle of updating it.

Henceforth there hasn't been a similar mod made. I love giving weapons to characters based on their personalities instead of proficiencies, and I don't like my spellcasters suffering for it.
Please, anyone, revive this dead mod!
