[ISSUE] My game does not show installed mods

Hi, I am having problem with my game because mods that I installed does not show in menu.

• The entire "Mods" section is missing. 
• I have few mods installed but I am limited by those that require mod settings, I have this issue for at least 3 months and I was unable to solve it.
• I know that probably after reinstalling the game it should be fine but the place I live in has so slow internet connection that I would be downloading the game for 1.5 days.

Does anybody had same problem and fixed it?

- Are you on Classic 1.32 or Next Gen 4.04? 
- What errors do you have?
- Which mods did you use?
- Did you merge all scripts and bundled text?
- Did you mod all by yourself or you follow a guide? (Don't say Sinitar)
- Did you install mod manually, with Witcher 3 Mod Manager, or with Vortex?
- Did you use Vortex Collection? (If yes, we can't help and we don't recommend)

If you are on Next Gen, you need to use Menu Filelist Updater.

- What errors do you have? - Right now none, it doesnt crash or drop errors, but I cannot access mod menu

- Did you install mod manually, with Witcher 3 Mod Manager, or with Vortex? - Vortex
- Did you use Vortex Collection? (If yes, we can't help and we don't recommend) - I did not
