New Vortex on D drive and UNABLE to identify conflicts. Rebuild 627 mod Skyrim on new laptop

I've been using Vortex for years. A few months ago, I had issues with my gaming computer. Long story short, I lost my Skyrim SE. I had 627 mods and the game was amazing. I have all of the compressed mod files and a brand new high end laptop. I've been playing and enjoying Starfield, but I decided to finally fix my Skyrim SE game. Because of the issues that I experienced with having to start over, and the fear of having to go through this again, I opted to put my Steam, my games, AND vortex on the D drive instead of the C drive. I followed a guide, but either the guide was incomplete or I made a mistake.

The problem is that I started to install mod old Skyrim SE mods on the Skyrim SE profile in vortex. I've done this MANY times in the past. The problem that I'm facing is that I know that ALL of the texture mods conflict. I should be seeing a LOT of conflicts, but Vortex is completely blind to them. Yes, I deployed. Again, I had a stable Skyrim SE game with 627 mods before I had to rebuild my game. I know how to use vortex pretty well.

I use one HUGE HD texture mod as a base, and I install other more focused mods that are a little more refined to replace certain textures. Again, I had about 10 or so of these texture mods and they should all conflict with each. I should have conflicts all over the place, but I'm not getting any. This clearly demonstrates that there is a problem. I recall that vortex would place some files in the Programdata folder. Sure enough, I see some files folders there, but nothing has populated.

Any thoughts on what to do to fix this mess. If possible, I want to keep vortex on the D drive. I don't want to be doing this again in 5-10 years when this high end laptop is dead. I want to have everything on the D drive without an operating system on it. I just want want to be able to be able to move the drive over to another computer if I decide to swap laptops or even move to a desktop.

I'm wondering if it's time to switch to another mod manager. Maybe it's time. I'd prefer to stick with Vortex, but if something else might work better for me in this context, I'm open to suggestions.

I rolled back the game to 1.6.353. I just installed the right SKSE for that Skyrim version. It shows has installed in the mods section in vortex but it I can't find it anywhere. It should in the same folder as the Skyrim SE install BUT it's missing.

I already tried to reinstall vortex because I got a message that vortex was broken. I rebooted and vortex started to work again. Then I decided to reinstall it.

I've also had some issues when install some Starfield mods through vortex. The Starfield Script installer installed fine for Starfield. I have mostly texture mods for my Starfield install.
