Odd missing textures.

So I am not quite sure what these textures are that I am missing, When I open and click on them with the console, it just says water but it's solid ground.
I've tried the verifying cache and reinstall of the game. Honestly am stumped on what could be causing this. It's only around watery areas, Poseidon energy in particular.
