[Mod Request] Configurable Balance For Merchants/Traders

I find that the current merchant and trader implementation isn't best suited for a sandbox game. With various mod lists that can include tons of weapons and armour sets automatically dumped into their inventories with prices that may or may not be balanced. I have a few suggestions on how some of this problems can be reduced:

I find that it's too easy to abuse the trader inventory resetting after leveling or resting or whichever it is because it will happen inevitably. Especially if you have modded gear I think a simple solution would be to stop the inventory reset so it is tracked and remains across resets. Some additional configuration options would be to allow gold stock to reset or potentially grow at a configurable rate.

The ability to edit merchant pricing to add customized balance according to your type of playthrough. Editing somehow whether through a GUI in game, json file, or even a simple pass to overwrite all existing prices to be consistent and scale based on rarity. This would fix some powerful modded items having price ranges from 1 gold up to 100k gold and at least add some sort of consistency. 

An option to completely disable the merchant functionality, whether achieved through hiding/disabling the dialogue option, hiding the npc, etc. 

I do not know how the loot/drop tables are implemented but adding the merchant inventory into the world would be another great option and would pair well with the above idea.
