Is there a "tes3cmd" mod that will clean all Oblivion mods at the same time

The title basically says it all.  Is there an Oblivion mod that does the same thing as the Morrowind mod tes3cmd?  I don't know anything about programming; but it would make sense to me if I could clean ALL the mods at one time.  Maybe an Oblivion MLOX type mod similiar to the Morrowind MLOX?  They both seem like good ideas to me.
