Is there anyway to limit fps WITHOUT Enboost on Ubuntu 22?

After installing over 140 re-texture mods, I finally got around to trying to play the game. However, as soon as I do, the cart starts flipping out. I was noticing some graphics issues before, so I thought I was pushing my grpahics too much (though I was sticking to 2k-1k textures or 2k if I couldn't find that). Sadly, since I don't have enboost installed (reportedly a bad idea on linux, which comes with that built in apparently), I had no way to check my fps. It was only when I attempted to do the cart ride that I found out what was happening.

I have no idea why this would be happening now; it wasn't happening at all when I was playing unmodded. So installing a bunch of 2k-1k textures improved my performance? That would be pretty funny. And yes, I know some texture mods do that, but they've never made THIS much of a difference for me. In fact, I've never had this issue before. And yes, I have noticed that I do seem to get better performance on this game after switching to linux.

Anyway, I was limiting my fps before using enboost, but as said I can't use that now. I can't seem to find any other way to do this. Most of the things I find tell you to either hack your own video card or use some ancient mod that doesn't work reliably anymore.

If it matters, I was thinking of trying an enb again after I upgraded my graphics card. In the past, even the most performance friendly enbs took off over 10 fps at minimum, with most taking off over 30 or even 40! Even a 10 fps tank was noticible, the less modest enbs literally rendered my game unplayable. If it matters, I was wanting to try antique dragon enb. I'm running a card with only 2gb of vram right now though, which is why I was looking to upgrade (I was thinking of getting something with at least 6 gb of vram just to be safe).

Does this mean I'm going to have to wait for this graphics card to play the game again? Should I try it again? I normally don't like switching enbs, because they're such a hassle to remove. I ended up just making a backup of my skyrim folder, and if I wanted to remove an enb I just deleted the real folder and replaced it with my backup. Seriously.

Either way, why would installing a bunch of texture mods increase my performance? Shouldn't it be the other way around? I am running the game through skse right now, but I've never heard of it improving performance. In fact, I've installed nothing that improves performance outside of a handful of 'optimized' textures, which never made this much of a difference for me in the past. And yes, my game is clearly running better than usual; I've found I can now run my grass mod at a far higher density than I could before. Clearly something's up. And yes, I've thought about installing one of thos -40fps enbs to see if they would push my fps below 60. That would be a rather clumsy way to do this of course.

edit: I managed to get an fps counter in-game through steam. Its giving me odd results though. Before when I had an sshd and windows 10, my fps would run at 30 during loading screens. Now, its running at around 36. Even more strangely, it shows my fps capping at 60 during gameplay. The cart ride keeps bugging out every time I try to do the vanilla start. I removed Realistic Ragdolls and Force thinking that may be the problem. The cart is still buggy, though the way it bounced around did look completely different.

I'm unsure what's happening. Do I have another problem causing this? Is steam lying to me about my fps? As I said, I see no reason why I would be having this problem given that I did not before. Running it through skse, I may be using a different emulator from before, but I'm using proton like I did before. Also, nothing else is going wrong (other than this occasional screen issue I'm not sure what it is, but its also present in Fallout Shelter strangely, when I move the screen side to side I often get this like distorted line briefly appear on screen, maybe its screen tearing but I don't really know). Decided to open fallout shelter just to check its fps. When I started up, IT WAS RUNNING AT A STAGGERING 1000 FPS. Seriously. That quickly dropped to 60 though, and didn't go above that for the rest of the session (well, technically 61, but you know). Can I trust what its telling me? I don't really know here.

Forgetting to run FNIS was causing the prisoner cart to flip out.  I do not remember having problems with it, even with fps as low as 4-5/s (though the game was far from enjoyable! and I made numerous changes since).

Admittedly... that may not help you much...

Never quite understood why I needed to run FNIS to make vanilla animations work... since they work fine without FNIS installed.
