[Mod request] Smite on all melee attacks (Smite bear?)

Basically, there was this really cool build that I loved to play with my friends. However, RAW Divine smite only works on *weapon attacks* and a Bear's claw attack is not a *weapon attack*, but my DM was cool and let it happen. 

I do not know how to tinker with the game but would it be possible for someone to put out a small patch to change smite to work on melee attacks in general?

That would be pretty cool.
