Intelligence gathering units for different factions.

Now , there might be something like this out there , god knows how many mods there are and I might have just scratched the surface. 

The idea is basically an intelligence branch to the different factions like minutemen , bos , railroad , gunners etc. Spies if you will. They would be out there gathering intel on whats going on and that would in turn open up for things to happen. It can be fleshed out with quests and a story line of itself , infiltration and such , you know , spy  and spook stuff...  The player could join the intel branch and go on spy missions etc.
