In building settlements - have MOST_FREQUENTLY_USED items show up first - instead of endless scrolling

It gets old having to scroll thru a hundred items (for example) to find the water cooler.

Same with electrical items, construction materials, etc. 

Alternatively,  if these frequently-used items appear first, it goes great -- so not scrolling thru endless junk.

These will be saved - throughout the game.
