I'm losing my mind over a 439 status error

I've been trying to install collections and none of them are working as they are failing to download dependencies, mod cycles being a mess, and vortex is now straight up refusing to download anything and just giving me a 439 status code error... someone for the love of god help me I need my yearly binge of modded Skyrim. In summary, I cant download collections as they fail automatically, normal mods by themselves fail as well, and none of my collections install dependencies. I've repaired my vortex, uninstalled and reinstall it, as well as uninstalling and reinstalling skyrim se/ae numerous times, I've lost nearly an entire day to this problem someone please help.
