ESLified mod NPC bug with newest CK (SE/AE)

I've been having some weird issues with mods I've compressed and eslified through the newest version of the CK where NPCs seem to despawn from a location upon rebooting the game and end up not coming back properly unless you go to the location they're set to spawn in, like an interior for example. This doesn't seem to happen with mods I've eslified through xEdit however, so it seems like it's just an issue with the CK. Anyone else having this problem?

Edit: Okay, I've done some testing and I've determined that the issue is caused by converting the mod into a light plugin extension (.ESL) through the CK, flagging it as an esl through xEdit without renaming the plugin extension (keeping the .ESP or .ESM instead) won't cause the issue, however you won't be able to benefit from being able to convert mods that have their own worldspace areas this way as the .ESL file extension is needed to prevent their outdoor terrain from breaking.
