Please I need some help! Settlers not coming.

Settlers never come to my settlements, only when i put a recruitment beacon on a new settlement i get one settler, and then they never come after that, even tried to scrap the beacon and place a new one, nothing.

yes the time passes normaly on the game not sleeping or waiting, yes I have beds, one guy farming food, water, random jobs like guard posts and scavenging stations, this happens in all settlements, connected or not via suplly lines.

I get one settler per new settlement and that is it, is it possible that one of these mods is causing this? this is really annoying it has to be a mod.
