Skyrim AE isn't loading the plugins or mods correctly

So I've been trying my hardest to find this solution. Frankly it was the entire reason I downgraded to a lower update. but now it's Back and I need help. This all started when I was having some problems with the game Corrupting all my save files, so I immediately began to start installing the SSE Engine Fixes and I went through the installation guide Twice, and then when I booted up the game, it now says that my entire Plugins folder just suddenly said that they were missing. things like Lux, Alternate Start, SkyUI, Racemenu. All the mods I've used are now suddenly Disabled and I don't know why. So I thought that maybe my mods weren't installed correctly. so I decided to reinstall all of my 213 mods at the same time which ended up being the worst decision in my entire time modding Skyrim SE. There were so many broken and missing files I had to redo and that lasted a whole day of repairing. Once that mess was over with, I looked into reddit to see if other people had the same problem as I did. apparently they did and said that Creation Club was messing with Vortex's Load order, forcing the mods to turn off every time I load the game. so I went into the game and found that my game was indeed disabling the plugins attached to the mods I enabled. so I enabled all of those and when suddenly once skyrim se tried to reload the game, It either begins a CTD on start up, or CTD on starting a new game. I then looked into Vortex plugins and then found out that Creation Club disabled the plugins I was using AFTER I enabled them in the Creation Club LOAD ORDER. I redid this process backwards and frontwards, multiple times and still nothing happens. Everytime I've tried making the plugins work nothing happened so I am asking Someone, ANYONE who knows how to fix this please let me know because no matter what my load order works nothing seems to work and apparently the only mod that does seem to work is CBBE Bodyslides which I don't even understand as they're also disabled in the Creation club. I am Mentally Losing my mind here and I don't know what to do
