Help determining which mod causes all characters heavily encumbered and cannot add new items to inventory

I cannot figure out which mod broke encumberence. All characters in party are heavily encumbered regardless of items in inventory. All characters cannot add any items to inventory. They can only send to camp. All characters cannot make any inventory adds; only remove items. All party members cannot change or add equipped items. I use Vortex, with game patch 6 installed. I have several mods installed, including "Carry Weight Increased - Up To Over 9000" x900 version.
