Vortex Failed to Read Load order in Baldur's Gate 3

I am trying to launch Baldur's Gate 3, and I keep experiencing this error. When I click on "More" and then "Show Details" I get the report below. This has my modsettings.lsx file empty, resulting in being unable to load BG3. The game gets stuck at 93%. I have tried deleting the modsettings.lsx file as well as deleting the BG3 extension and redownloading it. However, nothing works. I continue to get this error. Can anyone help? It's completely preventing me from loading the game.

Update for anyone who experiences the same issue: I was looking at the wrong modsettings.lsx file. I was looking under the global folder rather than public. After deleting the correct modsettings.lsx I am now able to play.

Where do I find the public folder and the aforementioned file?
