[Mod Request] A Draconic Scales mod which replaces the humaniod characters arm and areas on his torso with a dragon multated arm and scales

So, I got the idea for this from the attached image. The concept of a draconic sorcerer with scales not just on their head intrigued me. Imagining their arm mutated to resemble a dragonborn's could be visually interesting and give off a sinister look to Tavs.

Now, I'm not sure about the complications with this idea, but please let me know if it's at least possible to achieve.
