FF7R install PAK files in 1.003

Ive made the folder to get custom mods but im not sure if there is something else i am missing ..\FINAL FANTASY VII REMAKE\End\Content\Paks\~mods

But everytime i start the game none come to affect. I even installed FFVIIHook - INI and dev console unlocker which supports 1.003 but no luck.

any advice would help...
