FNV: "Failed to Up Update Masterlist" -> "This might be a temporary network error. If it persists, please delete C:\Users\Me\Appdata\Roaming\Vortex\falloutnv\masterlist"

I've been getting this error for about a week now, this should be an easy fix because it's giving me the solution but unfortunately there is no Appdate file to delete in the first place. Closest thing is that if I go to Onedrive's folder there is both an appdata and roaming file present but the trail ends there. 

 

I'm also having issues after NVSE gets installed but I'm not sure if that's a result of this or not so I'll take it one step at a time. All suggestions appreciated.
