I'm not sure what happened and I'm tired of messing with it (VORTEX ISSUES)

Okay so, it's been a year or so since I got onto Vortex, and after buying a new external SSD to hold all my games I thought I could maybe mod it. So I downloaded Cyberpunk 2077, messed with it for a few moments to get it on the D Drive, and then I popped into Nexus for new mods. What followed as an hour of me trying and failing to get ANYTHING to work, as Vortex kept repeating the same 'Download Failed' no matter where I set the folder or how I tried to fix it. Then when I shut it dowm, it decided to do some update and this image is all I see whenever I try to boot Vortex up. I'm not sure what to do, and at this point I'm at the end of my rope and all I wanted to do was maybe add some nice weapons to Cyberpunk 2077.
