Dragon's Dogma 2 - Way to make skills not rely on the weapon/shield?

Was wondering if it seemed possible to do as the title says, make a skill not rely on a weapon/shield.

For example, Fighter's Vengeful Slash requires use of a shield, would be neat if that wasn't a thing so one could counter just having their weapon. 

There are also several skills that would make sense not relying on a specific weapon being held, like Bellow from the Warrior or Ensnare from the thief. Would give a bit more options for Warfarer, more customizability for specific vocations, or hell the ability to have SOME skills while barehand punching the living crap out of enemies.
