This mod request stems from the want to have a playthrough where it's constantly raining, or for those who don't want it to rain ever, any specific weather. It's not just for looks as there is some potential gameplay benefits as well as when attacking with ice or electric based attacks, either magic from the classes that wield them, or enchanted weapons, they do more damage/their effect are more potent.
