New Neighbors

Sometimes a named NPC will get killed in a dragon attack, or by vampires, or villainous bandits, or they meet their demise in some other way.  When that happens, it leaves a hole in the community that is NEVER re-filled because they had no family to take over the business, or had no apprentices that the widow or widower could could hire to work the business.  The town smith, for example.

However, if after about an in-game month or two, or three no heirs or relatives show up to take over the smithing business, the Yarl can put out a call for persons from within the hold to buy the property, and make a new life for themselves and their families.  Or if relatives do show up, but they can't run the business, they can ask the Yarl to put out the call that the property is for sale.

If there are no heirs or relatives to take over the property by inheritance, then the property becomes the property of the hold and the new NPC's would pay the Yarl to buy the property.  If there were relatives, to take over the property, but they couldn't run the business, then the new neighbors would pay the relatives to buy the property, and the Yarl would make the property transfer official.

As a player, you enter town, and notice new NPCs at the silent smithy, and they're cleaning up, doing stuff for a few in-game weeks.  Then one day, you show up to town and the smithy is running again with a new blacksmith and his family, and you can do business there again.
