[MOD IDEA] Spellbreaker Unvamped (Morrowind)

To put the problem briefly: you need to be a vampire to acquire Spellbreaker. 

Obviously, you can only become a vampire once; even lore-friendly mods don't do much to remedy this. Therefore, I would like to be able to separate the adventure of becoming a vampire from the adventure of collecting all Mournhold Museum artifacts.

I think the solution is relatively simple: make it so that the vampire Mastrius will give the quest to a non-vampire. The dialogue would have to be a little different, Mastrius's script slightly altered, and dialogue for if the Neravarine's status as a vampire should switch during the quest, but I think the desperation of Mastrius would make this believable lorewise.

I can settle for making Spellbreaker appear regardless of quest status, I know there are mods like that out there, but this would feel more complete to me.
