Modded NPCs having their dialog overwritten

Apologies in advance for the bit of a novel here...

I have a curious issue where modded quest NPCs (i.e. NPCs added to the game by mods) have their dialog hijacked by... something? I am not sure what is doing it but they all seem to have the NPC banter of the randos at Goodsprings? Like... Private John from the Frontier runs up to me at level 12 like the script for that mods tells him to... but then tells me about Chet's General store. The mod dialog never launches. 

I ResetAI, I disable/enable, I kill/resurrect and he just keeps cycling through the Goodsprings barks. I had originally though SmallerTalk overwrote the NPC but xEdit is not showing any conflicts. Just be to safe I removed SmallerTalk and few other random mods and started a new game... but no change. 

I went through and systemically shut off every mod I could think of that could possibly manipulate NPCs with no change. (Going the same ResetAI, Disable/Enable, Kill/Resurrect loop I do to try to flush... whatever the issues out of the NPC each time). I got down to just visual changes (those suggested in Viva New Vegas and Salamander's Guides) and still could not get John to say anything other than just the Goodsprings Barks. 

I had thought perhaps it was the two Goodsprings Mods I had (Goodsprings Reborn and a small mod that was supposed to not give you negative rep with Powder Gangers after Ghost Town Gunfight) that might have been the issue but removing the mods entirely (i.e. deleting them from MO2) did nothing. 

Looking over the scripts for FNV itself from the esm in xedit again shows nothing conflicting with NPC dialog scripts. At this point, the only things I have not done is run the game without mods at all because I am almost positive that would have crashed the game if I tried to launch the save I had... or reinstall the game, which I suspect would do nothing because whatever is doing this would still be there when I reinstalled. 

I am hoping that this is a simple 'someone else had this issue (hence why I am giving the specific detail of the dialog being replaced with Goodsprings NPC Banter), points to this mod as the fix, move on' kind of thing as my load order is fairly massive and posting it could prove challenging.
