Unable to remove and completely uninstall some mods from vortex for FNV

Hello I am somewhat familiar with modding at least using vortex and manual modding when its nothing too big, but i attempted to mod New vegas with many mods following a guide someone had set up, while the game worked at character creation the game would always crash upon leaving house, so i decided to just keep it simple and start over only using a few easy mods like light texture improvements. I attempted to disable and uninstall all mods and start over however there are many that wont let me uninstall at all. i keep getting an error message stating access denied  which i will post a screenshot of. The game starts up normally and no mods are active however id like to remove them all completely as a try to start over.

I know it says close fallout.exe yes i dont have game running, i even uninstalled the game and then tried still same message. any help would be great as id like to play as its been so long but playing vanilla is hard after playing with mods on 3 and 4
