How to keep Fallout 4 from Updating the April 25th Update (clarifications, Steam version only)

Thank you to Pickysaur, agentj3di, and LarannKiar for their work in the original post from Pickysaur. I went through it and compiled the info into what I hope are fairly easy step by step instructions. It may seem a bit hand-holdy in places, but it's written to help even the least techy of us (I'm just a level or two above least-techy myself >_>)

Note that this is only relevant for the April 25th 2024 update! Future updates will make future changes to the manifest IDs!

The instructions are contained in the following pastebin link, in order to make posting and reading hopefully easier. Please note that these instructions are only useful if you have previously set Fallout 4 to *not* auto-update in Steam. I dont know how it works for other versions of the game, sorry!
