Weird water bug! (Ive always had it every time I mod fallout 4)

I have a very odd water glitch in my game. I've noticed it from time to time but I couldn't pin point what was causing it. So I'm hoping someone that has had a similar issue could possibly help me shed some light on it. 

When I enter water a weird square of markings form around me, which is pretty noticeable as you can see in the screenshot but when I leave the water it also causes a small wave to follow. And I know its not a water mod because when I disabled all those particular mods it did not fix it. If anyone has an answer or is willing to help I appreciate it!
