Request: Ice version of Hellish Rebuke for flavour and RP reasons

I like hellish rebuke, but thanks to mods, I can be and feel as special as I feel like that day, so, lately i've been finding myself playing a Levistus Bloodline Tiefling, which means Ice and cold. So I try to make/give my character ice oriented things.

I barely know s#*! about modding otherwise I would simply do it myself.

The request as stated in the title: I would like a reflavoured version of Hellish Rebuke that deals ice damage instead of fire damage, the spell would have the same function, just deal ice damage instead of fire, and the icon on the GUI would be recolored iced blue.
