Power Armor's Tesla Bracers modification only work when just one arm is equipped

I'm having an issue where the unarmed electrical effect only works when one PA arm is equipped with the Tesla Bracer but not both. Other PA arm mods are working just fine, whatever is happening seems to only affect the Tesla Bracers. I've tried disabling mods that affect PA: 'War Tags', 'SuperAlloy', 'Amorsmith extended', and 'More Power Armor mods', but the issue persists.  Has anyone experience similar issue or might have a solution?'
