bug Vortex Won't Fully Install Mod Collections

I've been trying to install the same mod collection for hours now and it won't work. For quick reference, my Vortex is up to date, and all I'm doing is clicking the "Add to Vortex" button and letting the downloads do the rest. I've tried downloading collections of both Chrome and Opera GX, and I get the same result each time.

Basically, the collection downloads like normal until it seems to finish, but then it gets stuck on 97% on the "Waiting to install" bar. When I click the button to try to resume the installation, my mods deploy, the bar doesn't move, and it goes back to pausing the installation. Any ideas as to what I might be doing wrong or how I can fix this?
