Need help with possible conflict with 'Old Guns' quest..

Hey there friends, 

I'm not sure if this is a bug or a mod conflicting but I can't seem to build the artillery needed for the Old Guns quest. I talked to Ronnie, cleared the path with her to the armory, grabbed the artillery schematics and parts required, as well as the smoke grenades. When I go into my build menu and look under 'Special', the artillery piece doesn't show up and I can't progress with the quest. Below is my my load order:

(I really need help organizing it optimally so be gentle here. ;__;)

I need help discerning whether or not this is a bug with a quest or a mod problem that's conflicting with the quest, also extra bonus points if someone can help me reorganize my order to best optimization. Any help, tips much appreciated. Thank you. :)

If I had to guess the first mod I'd be most concerned about is Unlocked Settlement Objects.

TBH, I'd be very hesitant to use a mod made in 2016 that was never updated and by the mod author's own admission was not extensively tested.

I have never used that mod but I do have a question.

By any chance have you built Artillery pieces before this quest started?

Added:   Tested that mod and it's not the issue.   The comment on that mod page is incorrect as I can complete Old Guns whether I build an Artillery piece before Old Guns.   That user must have some other mod that is affecting that quest.

Only issue I had was that to trigger Ronnie Shaw to start the test firing I had to scrap one of the Artillery pieces I built - then it advanced the quest to do the test firing.   TBH, I haven't done the Minutemen quest line in years so I'm not sure if that is a common feature of that quest or not.   Also, make sure you assign a settler to one of the Artillery pieces.
