Enchantments... why is it so hard to...

If this is the wrong location for this plz excuse my ignorance but since it's not mod specific I figured this was the best place to post.

OK so I'm just wondering why it's so difficult to find a list, or even steps to find said list, of the enchantments known by the player outside of the enchantment table interface. Also why it's so difficult to be able to actually add enchantments to that list without using said interface.
