Troubleshooting bug: Guards never confiscate my stolen items when paying bounty [SOLVED]

Whenever I get arrested and pay my bounty, I never lose any of my items at all. All my items (even ones with the 'stolen' tag) are still there. They're indeed stolen because the tag is there and I can't sell them to merchants.

The fact that I never lose them makes getting arrested a bit more pointless.

I don't have any guard or NPC mods that I think would cause this (only forcegreet tweak and immersive citizens I can think of, but nobody else reported what I'm experiencing.)

Is there anything I can do to investigate and try to troubleshoot this further?
