[MOD REQUEST] Random Weapon Distributor

I'm wondering if it would be possible for someone to create a distributor mod that takes weapon mods you have downloaded and randomly adds them to vendors and maybe some loot drops around the world to make acquiring the guns more immersive and fun. If even an entire overhaul on the weapon distribution as it stands to include a way for gun mods to show up in stores. Surely enough there would be sliders to determine when and how these would become accessible.
