Need help adding tabs to pipboy menus without using F4SE

I'm trying to figure out how to add new tabs to the Pip-Boy menus in Fallout 4 without using F4SE( The reason is I want to make this mod available for Xbox users). I've been searching around but haven't found much info or tutorials on how to do it.

You'll need to edit the Pip-Boy menus' .swf files in Adobe Flash or Adobe Animate. This doesn't require F4SE but without the script extender you won't be able to communicate with the interface from your mod (to send/receive data to/from it).
