How can I create a leveled list

C How can I create a leveled list for this mod: https://www.nexusmods.com/fallout4/mods/11410?tab=posts, I would like to add it to devil's rust or raiders. I've been trying for 2 hours but I can't get it to work . I would like to add it without the need for other mods that add unnecessary content

You should be able to do this using an injector script - Dank Rafft's scripts (the armour one) should be able to do this and you can point it at the LL that Rust Devils or Raiders use.
