[Mod Request] A Better Black Knife

I'm honestly disappointed at how weak the Black Knife is, especially given what it was used for. Again, I don't know how to do it myself, so a tutorial in how to do it would be fine if it includes how to actually add the changes to the game.

But if someone else is willing to do it, basically, all I want is for the Black Knife to be the strongest dagger in the game (both when un-upgraded and when fully upgraded). It doesn't need to be stronger than any other weapon. Just the strongest dagger. Basically, do the most damage of any of the daggers. Even better if it can done in such a way so as to not need the regulation.bin so it's mergeable with anything, but it's okay if not.
