Dialog option appears only if a precondition is met

In dialog boxes, how do I make a certain question/phrase (like 'Do you have any services you pay for?') only appear in the player options if a certain condition is met?
For example, when you approach Deb in Bunker Hill, the option to request service will only be available if you have not previously completed the Traffic Jam mission and if you picked up the mission from her and completed the same mission, the corresponding dialogue will not appears more in the options. dialogue with Deb.
